Workshop on Skill Gaps in CGD Sector in India
This workshop is joint initiative of Industry-Academia-Policy maker to brainstorm and find possible solutions to eminent skill related problems faced by the CGD business. Department of Management Studies, Rajiv Gandhi Institute of Petroleum Technology, Jais in association with HSSC, IOCL and OIL conducts a well thought out workshop on “Skill Gaps in CGD Sector in India”. The workshop is a timely intervention to address concerns of the stakeholders. 

Objectives of Workshop 
The major objective of this workshop is to deliberate and explore existing and potential skill related challenges faced by stakeholders in the CGD sector. The workshop intends to: 
  • identify issues, challenges and assess skill gaps in the CGD sector
  • understand existing and potential challanges of CGD sector 
  • develop a mechanism to address skill related concerns of stakeholders, especially the CGD entities
  • design interventions to address issues and concerns of the stakeholders
This workshop will provide a platform to all stakeholders to discuss, deliberate, and identify skill related challenges faced at various levels in the CGD sector. Further, intensive brainstorming and meaningful discussion could help to remove skill related existing or potential barriers of CGD business. 

Growth of CGD Sector in India
Government of India through the MoPNG committed to improve share of natural gas in the primary energy from about 6 percent to 15 percent. Role of natural gas is bound to be prominent in the green economy. The MoPNG under the able leadership of the honorable minister Shri Dharmendra Pradhan has been making all necessary efforts to increase access of natural gas across the country. Petroleum and Natural Gas Regulatory Board (PNGRB) has been constantly striving hard to increase penetration of natural gas through competitive bidding. Setting up new CGD network along with expansion of existing network brought much needed growth in the sector. Certainly, a stagnant business looks attractive for multiple entities. So far PNGRB authorized 229 geographical areas (GAs) under various regulations of PNGRB Act, 2006. As on 21st January 2020, under regulations 5, 17, 18 (1) and 42 & 16 of PNGRB Act, 2006; PNGRB authorized 192, 19, 12, and 6 GAs1 respectively. Rapid expansion CGD networks created a huge demand for the capital, equipment and manpower. CGD business requires massive skilled, semi-skilled, unskilled labor and contractors. Every year approximately 1000 new CNG stations will be installed generating 30000 new jobs to manage CNG stations alone. Equipment manufacturers like that of compressors need to expand their capacities to meet the growing requirements of CGD companies. New workforce entering into the business frame must have desired skill sets to execute work plan in a safe and time bound manner.  

During our preliminary discussions with some of the stakeholders it was observed that the entities are facing problems at ground level due to inadequate skilled manpower such as plumbers, pipeline laying labors, compressor operators, fitters, electricians and welders. Such concerns must be carefully assessed and actions must be taken to address them suitably to ensure smooth functioning of CGD business. 

In this direction, Hydrocarbon Sector Skill Council has done the ground work to improve supply of suitably skilled manpower. 

Why this Workshop?
This workshop shall serve as an active platform to deliberate and discuss issues pertinent to skill development in CGD sector. Further, the workshop will be helpful to prepare a roadmap to address skill related challages of CGD sector.
